motion only in that Colony or State" to which
they are assigned: but they are liable to be
transferred "at any time from one to another
without "compensation for any special local
privileges or allowances. 11

There is practically nothing in the
memorial which suggests that the cadets appre-
ciate the fact that the Hong Kong Service has
ceased to be a closed service, at any rate since
the assimilation of that service with those of
the Straits Settlements and Federated Malay
States in 1896.

The assimilation of the services of
these Colonies and States is far from complete;
but it is an object which has been steadily
kept in vi
views and it is hoped that as time
goes on difficulties may be removed, and the
amalgamation of the three branches of the ad-
ministrative staff may become more real
